Scouts are used for scouting other locations troop levels. This includes flats, grassland, forest, swamp, hill, desert, and other cities/towns. For a scout to give a report containing the amount of troops at a location Informatics at the Academy must be researched to 1 level higher than the location being attempted to scout.
